Yes, in fact, I believe all the ring lore is the voice of Telamon speaking. It was some kind of observer AI that witnessed those events with Nal and Hirk and many others; near the end of the lore line it explains how the Atlas trapped it in the Traveler’s exosuit.
Also, I believe all the blanks in the ring lore are the word “Atlas”, because near the end of the lore it says “I can finally speak its name: Atlas”.
