Backpack inventory and Freighter inventory only. 
This has been the case now for all player bases as well as, iirc, outposts and trade platforms.
Anyone else noticing this behavior?

Well I have now. Added a Galactic Trade Terminal to my planet base to check it out.

Ship inventory wasn’t available at base trade terminals for a long time; don’t know if they ever did add it.
