I don’t think you have to be near them. You just click on the third padlock, then “submitt a photo”, and you can choose the city.
Not quite sure what’s going on with the “10 different groups”, though. You can’t enter a group for which to upload. Do they mean that they need at least 10 submitions, or do the senders have to be from the different Atlas-designations?
In any case, things seem to be moving really fast now. We might yet see the end of this for the first anniversary.
