Use the Vigenére Ciphers tool site they linked you to.

You use vigenere to decipher the coded text using the password you found from the hint.
The ID will be in the decrypted text.

I refreshed the page and it worked.
You used another ID in your previous screenshot, the one you got from playing with the rings. Try using that to decrypt the text.
