I know that there has been a lot of speculation about the number on the world map image - 07480 92742. Having done a quick search this comes out as a standard area code for a region in India - Goharganj. I don’t recall anyone mentioning this so far or having tried it. India phone numbers are 10 digits, as is the number listed.
Edit: just tried the number and it comes up as unobtainable. Another lose end tied off
The other 5 numbers - 95898 looked a bit like a US zip code. I tried looking this up and it came out as La Palma, Veracruz, Mexico. I am not sure whether this is a dead end as well.
I think the “dev kit” will be a smart phone with a pre-loaded app, the “sister application” mentioned on the WARE website. Also, it is “an app but it’s evil” that Sean Murray tweeted about awhile ago.

For years now there have been cardboard cut-out versions of VR that use your own cellphone for a VR experience. It wasn’t very popular at first but with the increased amount of developers for VR entertainment there have been many companies who have made cardboard VR headsets to get people into it. Later, solid plastic product versions started to emerge.
More recently, with the increased amount of developers for augmented reality(AR), developers are going back to the use of cardboard with the addition of a piece of clear plastic and piece of mirror angled just right to reflect the screen of a cellphone to create an AR experience. Where I work at, I’ve been toying around with different variations of it so I know how easily this is possible.
The cellphone screen can reflect a UI that looks like a HUD(maybe the nomans sky in-game HUD?) and depending on how good your phone’s camera capabilities are, it can place virtual objects in front of you that you can interact with your hands. To help calibrate the app, you would have to use a cardboard tool provided with distinct markings on it or gloves that the app can easily recognize. This cardboard units are cheap and make AR and VR easily accessible to all.
Bonus fact: There are also “VR” shooting games that use a cellphone as well.
