Alright, this comes from CyberPunk2350 who does have access to serverside data (alongside my self and the rest of the RE team), but the way that value is used has likely changed drastically from what we were used to. Before the swarm expedition, the MaxUserDailyContribution value was used to cap the amount of community mission submissions you could send serverside. There was some confusion around this early on, but Cyberpunk and ThatBomberBoi got to the bottom of it. The 3 cap daily limit, applies to each mission type, not the overall mission type, so you can indeed do 9 a day, if you wish to. Not sure how its tracked between saves, but from different accounts/profiles, it should be 9 each for certain.
