I have not found a portal by chance since the Foundation update, which reduced the frequency of buildings in general. A few weeks back I decided to look for them. I have since searched 10 planets, and found 8 portals on 7 planets. Each portal took 2 to 6 hours of searching.
Since I found portals on 70% of the planets I searched, I conclude that most or all non-desolate planets have portals. The three where I have not (yet) found one almost certainly do have them but have difficult terrain for spotting them.
I tried the method of following the flagpoles on ruins and got nothing. As far as I know the only thing that works is extreme stubbornness. You just have to say “There are portals on this planet and I am not leaving until I find one”. Then adopt some method of fixing your direction so that you don’t go in circles, and drift over the landscape at a level low enough to see buildings.
I kind of hope they don’t make portals easier to find, since I am sure I can find them and have a few banked. Searching for them you get to know a planet like never before. I 100%-ed the fauna on every planet where I found a portal, just from landing every so often to save the game and stretch my legs. I expect though that there will be a way to scan for them; the complaints would be too loud if you have to spend 6 hours to find one.
The fact I haven’t found one, but many have, has me convinced that the scarcity and difficulty for finding one of them is spot on! I haven’t really tried, so knowing that if I want to find one, I can, but it is going to take some work and a bit of luck… well, feels realistic.
My home planet has at least six. I can give you the address, if you like.
(edit) In fact, that’s a new little mission for me. As I explore, when I find portals, I’m going to start leaving communication stations near them. Then other people can find them. I might even name the planet “Portal ******”.
tbh, this is probably a case of “if you fly in any direction in a straight line, you will at some point encounter a portal”. On planets with lots of buildings, this is almost inevitable as you fly in any direction for 30+ minutes.
Just wait til the update. If I had to bet money, it would be that observatories direct you to one. The whole “I found a distant world” text directing you to a busted up monolith never made any sense.

first-> installing a “Signal-Booster” on the position you want…
Search for an “Monolyth” coordinate and go to them
if you activate the Monolyth, you can take the option “search for portals” ATTENTION:
It costs:
1x Gek Artifact if you are in an Gek System
1x Vykeen Dagger if you are in a Vykeen System
1x Korvax Casing if you are in a Korvax System
To see in what for an System you are, fly into space and open the galaxy-map or go into the options and set the tab “Discovered” for more System informations.
when you find it - go to them and activate it with follow steps:
To activate a portal you need to have charging the glyphs first. You need following materials:
oxide
plutonium
silicates.
Are these glyphes charged, you never need to charge it again BUT you can only call 1 planet on the portal! the code you have been activated, is saved forever!! so - please be carefull with your opinion!

connecting it to another portal

i tested it with my friends too, and was wondering, why i get not the options before i meet them. eventually it is a little bug - idk.
