A little of both. Some things scan and others do not. Fish won’t show until underwater but remain visible but unscannable for a short time after resurfacing. Crabs which crawl in and out of water, are scannable from above. Plants are scannable to a shallow depth. I think that is due to the water level not being in a fixed place. It changes depending on your perspective.
I miss the days of being able to scan underwater and underground while being on the surface.
