All Community Mission 106 tiers seem to be complete, in a totally not botted-by-HG manner 
I started monitoring the servers as soon as I noticed the uptick, and it seems like HG were registering tens of thousands of community mission “submissions” per minute during this whole period. Whats weird is that we probably wouldn’tve needed the artificial boost if they hadn’t flatlined progress for a couple of days.

Where is that data from, exactly? They might indeed have flatlined and not noticed, but what you’re seeing on the graph might be redelivery of messages, not artificial ones. It makes perfect sense to shove messages like these on a persisted queue on some server somewhere, so that if the server processing them craps out, you still have the messages. You bring the server back up, it’ll now process all the undelivered messages from the queue.
Not saying that is what is happening, but it’s not impossible that it it is happening. Depending on what that curve represents exactly it might be more or less likely.

I had been away in other games but I ducked into NMS last night to buy the new decals with QS.
There are two new Tiers for two new flora base decorations. Tier 1 was at 36% when I checked.
Sorry I have no screens or info to share outside of that but woo, new stuff!

Tier 1 has unlocked, tier 2 at 13%

Apparently there is a glitch with the tier 2 item. The QS shop shows 2 items opening at tier 3

I noticed that when they first went up and starting to wonder now if it was actually intended since it has yet to be fixed, I’m guessing nothing unlocked at Tier 2?

I doubt it was intended, but the game has indeed skipped tier 2, with two items for tier 3
