You want to do this for the French version of the book. The details are different.
I think maybe they are trying to remember the code currently, in the present day, and we need to help them.
The book and the game on cover (Sable, inspired by the Art of Moebius) are new. But Moebius is not. Its the one thing that can connect now with 2002 in the image since Moebius has been around since the 70s.
Dont know about the cipher wheel. Nothing from waking titan so far has helped us with anything, the arg just has vague illusions to it and NMS to get us nostalgic and invested.
Simplicity is what is being implied here by the top line, also from an artist, just like Moebius… so everything we need is right in front of us I reckon.
That french cipher detector site might be of more use to us.

If so, there’s a letter missing, the swap isn’t straight and some letters swap onto themselves.
(Incidentally, one big weakness of Enigma was that letters never did that).
