There is another thing to consider… If a new race is going to be introduced, where would they “live”…? All planets are taken… And Space Stations are eveywhere, 90% empty… Seems like a perfect location for a so called " diplomat"-race. Hell of a diplomátic skill they have… Likely they really want to harvest our brains. Most likely for burgers.
Also, the main sigil at WT site, was the same as the end runway’s design, imo…

Since Pathfinder, there have been occasional references to a “distant race”, who will help you out now and then.

There’s no reason why activated Portals couldn’t give access to a separate, instanced, area. And anything could be in there.
