Actually, @toddumptious . I have been in WF with people nursing a hangover. They tend to sit at the bar since that is where they are most comfortable. They hang over a plate of food which they mostly just look at while consuming refill after refill of coffee.
Southern hospitality dictates you leave a seat between you and this person or you sit at a booth and leave them to suffer in peace.
Perhaps this is what is missing in California

I just heard of the restaurant for the first time, but honestly, I don’t. Any restaurant open 24 hours will see the occasional fight. Ain’t much to do about it but being prepared.
