This is an alchemist’s shop - and the incompetent owner has blown it to bits. It’s not part of a story - it’s just scenery by the roadside. It’s a good example of the humour and attention to detail that Bethesda used to put into their games - something that was notably lacking in, for instance, Starfield.
I saw that as I was on a quest and wanted a story. What were they doing?

I bought a house in Cheydinhal. Was so tired, I fell asleep on the dusty old bed that came with the place. Then someone paid me a visit during the night and gave me a love bite on the neck. So instead of making a quick trip to pick up a lovey painting in Chorral, I was instead, running like the wind in the dead of night. Sneaking up on trolls, filling Minotaurs full of arrows, trying not to fall to my death on steep mountainsides, all to reach an old shack on a hill where a woman with a cure waited to tell me she needed 5 empty Grand Soul Gems first.
I waited til dark to race back to Anvil only to realize I had a grand total of one.
Yes, you can buy them at the Mage’s Guilds. I managed to buy 1 before the love bite took ahold and trying to conduct business sent people screaming, “Get away from me! You’re not getting any of my blood!”
This meant raiding the Mage’s Guilds instead. When I had exhausted that source, I had to clean out a couple of caves near the witch’s home and then finally, in the ultimate test of my sneaking skills, I broke into her basement while her back was turned and lifted the final one from the hag herself…
It was exhausting.
The only positive; I got to see a lot of lovely flickering lighting affects.
I also have a ton of loot waiting to be gathered and sold. Raiding 2 caves while no one will do business with you, means stashing it all away for later. So now I basically am doing in the game, what I have been doing for the last 4 days in RL…sorting and selling.
…and I forgot the bit about having to stab an Argonian then fleeing for my life, but that is a tale for another day…
I’ve been infected with the vampire bug 5 or 6 times now - but it’s always been after fighting with vampires - so it was obvious I needed to check, and then neck a “cure disease” potion (although you don’t actually need a potion - eating mandrake will do the job).
I vaguely remember from 20 years ago that in Oblivion, allowing the infection to progress to vampirism was a PITA, and very difficult to cure. I’m trying to avoid it.
(edit) I hardly bother selling loot any more - unless it’s very rare, very powerful, or very expensive, I don’t even bother to collect it from dead enemies. I’ve mastered alchemy, and it’s a lot easier to make and sell a bunch of potions. One quick circuit of Imperial City, collecting all the Fly Amanita mushrooms you see, will net you 10,000 gold worth of potions - and selling them will quickly max out your mercantile skill.
In all the cleaning out, I found my guide. Evidence I played the heck out of this game the first time around. And I am enjoying it maybe even more now than I did then

Regarding the highest point in Cyrodil:
I managed to climb a mountain higher than Wizard’s Tower - you can see it looks down on Frostcrag Spire
There is another, even higher mountain to the North - but it’s not accessible from the Cyrodil map. It’s in Skyrim. It looks very much like the Throat of the World, where the Greybeards live.
Interesting that even when they were designing Oblivion, Bethesda already had Skyrim mapped out.
