So after a bunch of handholding I managed to arrive at the answer.
Convert RU5faWt3R3FqN04= to ROT13 and you get RA_vxjTdw7A.
Use that with youtube and you get

Ah, the tool I used showed both text and rot13 from the original base64

Oh yes, there are many tools out there, just wanted to make clear that the ROT13 is applied on the converted Base64 to text, using the alphabet only. Using ROT13 on the Base64 itself would not have the same result, nor would applying ROT13 on the number(s) as well.
