Essentially, when one of the pages linked here go “active” and gain the UI you see in that image, you’ll be able to enter the following information:
Operator ID: Your Username or Social Handle
Compliance Evaluation: an x/5 star self-rating for your submission. Currently unknown what purpose this properly serves.
Memory Fragments: Information you’d like to submit to be vetted against other entries for a chance to “anchor” and be added to the page.
