I think the auth wants to see the transition between the two facial expressions live. If you have a realistic face aging tool on your screen and hold up your phone cam, it might work as well.
I don’t know an ideal way how to solve this issue. I do know however that complicating access to certain popular content speeds up the affected target group’s problem solving skills dramatically. 
So it’s only a matter of time.

Whatever the regulators require you to do, someone will come up with an app to fake it for you.
Pornographers have always had close links with criminality. If this legislation works, all it will achieve is to put sensitive identification data into the hands of rogues and crooks. Of course people will circumvent it.

That’s the problem with the government not doing its job and providing a decent personal identification infrastructure that can be used without leaking data. But of course, governments and IT-projects have a very unhappy history with each other. Politicians just can’t tech.
Also, I can’t believe they thought that method would in any way or form even remotely work. Seems more of a “ok, how do we get plausible deniability as cheaply as possible”-kind of scheme to me.

Does this mean that adults in the UK also have to verify their age via weird webcam facial check in etc? Because I think I’d be getting a VPN too since I’m not doing that, I don’t have the technology. Thank you Ancestors for getting me free of the UK before this happened 
I’m sure there are other methods of verification beyond facial verification. Surely it’s a one off on profile creation and not an every time thing?

Also the use of language was confusing me. I thought this was for all adult material online, e.g games with an 18+ rating or movies etc.
I didn’t realise Adult Material meant Pornography. Am I a square? Oh no
