You know what they look like to me? Interstellar transport devices for your ship 
e.g a Mass Relay like in mass effect. For going beyond light speed

I prefer the bottom one, looks like some sweet illustration/design work, which is an aesthetic I prefer graphically than one aiming for realism. (e.g windwaker being one of the prettiest Zelda games to date, not counting the remake on wii cos that was all ruined by the horrid lighting system they added -_- the gamecube original actually looks better imo.)

That would fit with some of the lore I have read at the big ring structures. Those planets are classified as malfunctioning, infected, erased, corrupted, etc… So very interesting and scary. Maybe this is what happened to your base
