After having another look, I would think the shot was taken from one of the higher floors of The River Condominium across the Chao Phraya River.

It hsould be pointed out if the image isnt a double exposure of cars in traffic plus a cityscape, then in all likelihood the artist had the camera set to a slow shooter speed with a zoom lens, and zoomed out while the shutter was open, creating the light streaks we see and the odd ghosting from the buildings.
So its possible while the building might not be at a waterfront, the zooming while shutter was open might have ghosted it closer. I dont have time in work to properly analyse the image to see if this was in factthe technique used but at a quick glance it would appear so.

Mac I think you’re right. Thanks for the link to the concept art (I like this guys work). It looks like it may be a mega structure, the small silhouettes near the ball at the lower half of the drawing slightly resemble people. I’m really guessing on this one though.

Maybe a more significant clue to what’s happening?
Especially the nature of the glithcing/variants we’re seeing?
